Formerly an army officer, then a beat cop, Paul Mulligan has been a police detective now for almost twenty years. He has always veen a fair man although he is called “Detective Groucho” by his fellow officers whter this is from his resemblance to Groucho Marx or because of his grouchy disposition is up to debate. Lately, Detective Mulligan has taken an interest in the enhancer hero calling himself Tempered Steele, once even interrrupting a skirmish by shooting the roguish Bronze Blade in the shoulder. Contradictory to this act, Mulligan is very distinct with his reproach of vigilantes and all enhancers in particular and he makes an extra effort to be the “fly in Steele’s ointment”.
